SAF — Forces armées soudanaises, dirigées par le général **Abdel Fattah al-Burhan : l'armée régulière et ses alliés. FSR/RSF — Forces de soutien rapide**, dirigées par **Mohamed Hamdan Dagalo (« Hemedti »)** : une puissante force paramilitaire issue notamment des milices janjawid du Darfour.Le paradoxe est important : **Burhan et Hemedti étaient autrefois alliés**. Ils ont participé au renversement d'Omar el-Béchir en 2019, puis au coup d'État de 2021. Ils se sont finalement affrontés sur la question de savoir **qui contrôlerait le pays et comment intégrer les FSR dans l'armée**. La guerre a éclaté le 15 avril 2023. ([Reuters][1])2. Qui soutient l'armée de Burhan ?🇪🇬 Égypte : probablement le soutien régional le plus importantL'Égypte est historiquement très proche de l'armée soudanaise.Pourquoi ?**Le Nil.** Le Soudan est situé juste au sud de l'Égypte et contrôle une partie essentielle du bassin du Nil. Et les FSR de Hemedti ?C'est ici que les **Émirats arabes unis** deviennent centraux.🇦🇪 Émirats arabes unis : le principal soutien extérieur présumé des FSRLes Émirats sont **accusés depuis plusieurs années de fournir des armes, des financements et un soutien logistique aux FSR.Des enquêtes et rapports ont notamment identifié des transferts d'armes passant par **Amdjarass, au Tchad**, en direction du territoire contrôlé par les FSR.Abou Dhabi **nie catégoriquement** fournir un soutien militaire aux FSR. Mais plusieurs enquêtes indépendantes et rapports internationaux ont conclu que les éléments disponibles indiquaient fortement des transferts d'armes. ([European Union Agency for Asylum]Pourquoi les Émirats s'intéressent-ils à Hemedti ?💰 1. L'orLe Soudan possède d'importantes ressources aurifères. Hemedti et son entourage ont développé des réseaux économiques autour de l'or.**Dubaï est par ailleurs un centre majeur du commerce de l'or.**Les intérêts économiques liés à l'or sont donc une pièce importante du puzzle.🌊 2. La mer RougeLe Soudan possède environ 800 km de côtes sur la mer Rouge.Pour les Émirats, qui cherchent depuis longtemps à développer leur influence portuaire et commerciale en Afrique et au Moyen-Orient, c'est stratégique.🌍 3. L'influence régionaleAbou Dhabi cherche à disposer de partenaires locaux dans différentes parties de l'Afrique et du Moyen-Orient.Les FSR permettent de disposer d'un acteur armé puissant sans avoir à déployer une armée émiratie au Soudan.Émirats → FSR, selon de nombreuses accusations et enquêtes ; Abou Dhabi dément.** ([CISES]4. 🇷🇺 Et la Russie ? C'est beaucoup plus compliqué.La Russie a eu **des relations avec les deux camps.À l'origine, le groupe Wagner entretenait des liens particulièrement étroits avec les FSR et avec les réseaux d'or soudanais.Mais Moscou a progressivement cherché à établir une relation plus institutionnelle avec **l'armée de Burhan**.Pourquoi ?⚓ Une base navale russe en mer RougeLa Russie souhaite depuis longtemps obtenir une présence navale permanente sur la mer Rouge.Un accès à Port-Soudan serait extrêmement précieux : il permettrait à Moscou d'avoir une présence militaire entre la Méditerranée, le Moyen-Orient et l'océan Indien.C'est pourquoi la Russie ne se comporte pas simplement comme « l'allié des FSR » ou « l'allié des SAF ».Russie → historiquement des liens avec les FSR/Wagner, mais rapprochement stratégique avec les SAF et Burhan.**5. Pourquoi ces pays s'intéressent-ils autant au Soudan ?Parce que le Soudan est beaucoup plus important géopolitiquement qu'il n'y paraît.Regarde sa position :**Égypte** ↓ 🇸🇩 **SOUDAN** → 🇸🇦 Arabie saoudite ↓ 🌊 **MER ROUGE** ↓ 🇾🇪 Yémen → océan IndienEt à l'ouest :**Tchad — Libye — Soudan — Éthiopie — Soudan du Sud**Le Soudan se trouve donc au croisement de **l'Afrique, du monde arabe, du Sahel et de la mer Rouge**.Il possède aussi :* de l'or ; * des terres agricoles ; * des ports stratégiques ; * une position sur la mer Rouge ; * des ressources naturelles ; * une frontière avec **7 pays**.6. Mais alors, pourquoi la guerre dure-t-elle depuis trois ans ?C'est probablement le point le plus important.Il y a cinq raisons principales**.# Aucun camp n'a réussi à détruire l'autreAu début de la guerre, beaucoup pensaient qu'un des deux camps finirait rapidement par l'emporter.Mais ce n'est pas arrivé.En 2026, le pays reste largement divisé :SAF : principalement l'est, le nord et une grande partie du centre **FSR :** principalement l'ouest, notamment le DarfourLes SAF contrôlent légèrement plus de la moitié du territoire selon les évaluations récentes. ([GOV.UK]Les ressources permettent de continuer la guerreC'est fondamental.Les deux camps ont développé leurs propres économies de guerre.L'or, les taxes, le contrôle des routes, des entreprises, des territoires agricoles et des frontières permettent aux factions de financer leurs forces.Autrement dit :Plus la guerre dure, plus certains chefs militaires développent des intérêts économiques dans la guerre elle-même.**C'est l'une des raisons pour lesquelles une paix peut devenir dangereuse pour les élites combattantes. Les soutiens étrangers empêchent l'effondrement d'un campImagine que les FSR soient proches de la défaite.Des armes, des drones, de l'argent ou du matériel arrivent.Elles peuvent continuer.Même chose pour les SAF.C'est ce qui transforme progressivement une guerre civile en **guerre par procuration**.Une analyse récente estime justement que les soutiens extérieurs aux deux camps réduisent leurs incitations à faire des compromis et contribuent à prolonger le conflit. ([CISES][3])Le conflit est aussi profondément ethnique et régionalCe n'est pas seulement :&gt; Burhan contre Hemedti ».Au Darfour, les FSR sont liées à des réseaux tribaux et aux anciennes milices janjawid.Des communautés non arabes ont été victimes de massacres et de violences ethniques particulièrement graves.Cela signifie que même si Burhan et Hemedti signaient demain un accord, **il resterait énormément de groupes armés, de rancœurs et de conflits locaux à régler.**Il n'existe toujours pas d'autorité civile suffisamment forteC'est peut-être le cœur du problème.Depuis la chute de Béchir en 2019, les militaires ont constamment cherché à conserver le pouvoir.La population soudanaise avait pourtant massivement demandé :un gouvernement civil + une démocratie + une armée professionnelle unifiée.Mais les deux grands appareils militaires ont voulu préserver leur puissance.Le conflit est donc aussi le résultat de l'échec de la transition démocratique soudanaise. ([Reuters]Si on simplifie énormémentOn peut visualiser le conflit comme ceci :SAF / Burhan** ⬇️ 🇪🇬 Égypte 🇮🇷 Iran 🇹🇷 Turquie 🇸🇦 Arabie saoudite — soutien surtout politique/diplomatique 🇷🇺 Russie — relation stratégique croissante**FSR / Hemedti** ⬇️ 🇦🇪 Émirats — principal soutien extérieur présumé* réseaux transfrontaliers * anciennes connexions Wagner/Russie * réseaux économiques liés à l'orMais ce n'est pas une guerre froide parfaitement organisée en deux blocs**. Les alliances changent, certains pays parlent aux deux camps et plusieurs gouvernements nient les accusations portées contre eux. ([European Union Agency for Asylum.Et le plus tragiquePendant que ces puissances poursuivent leurs intérêts — **or, ports, influence, Nil, sécurité régionale et position stratégique** — ce sont les Soudanais qui paient le prix.La guerre est entrée dans sa **quatrième année en avril 2026, et les combats se sont notamment déplacés vers les Kordofan et le Nil Bleu après les gains territoriaux des deux camps.
