Housing & Living Wages

Affordable housing and living wages are essential to Banff's future. I support the recent changes to our Land Use Bylaw{LUB} and stronger staff-housing ratios for employers and agree there is reason to be concerned about neighborhood impacts of removing parking requirements with the revised LUB. Should the concern realize then I will certainly support a review,

I also support livable wages for the workers and families who keep Banff running. People who serve our community deserve the ability to live here with dignity- not commute long distances just to afford rents or find a place to live.

ROAM Transit

Roam Transit is one of Banff’s biggest success stories — a model for how we can move people efficiently while protecting our environment.

I support expanding the fleet and service levels to meet rising demand — but with fairness to the residential taxpayer. With the Roam tax requisition now at nearly $2 Million Annually it is significant to your municipal taxes.

I’ve always believed transit growth should be funded through visitor pay parking revenues and modest fare adjustments, not new tax burdens on residents.

To be fair, we need to review our fare structure to ensure balance and sustainability.

We also need to keep collaborating with other transportation services — like local taxis, regional shuttles, and private direct-to-airport operators — so that together, we offer visitors and residents a seamless, reliable, and low-emission travel experience.

Zero emission.. a good way to start saving the planet

Environment & Zero Waste

Banff's Beauty is our responsibility. As a board member of the Bow Valley Regional Waste Commission, and your appointee to the Southern Alberta Energy from Waste Association - I am learning and I'm advancing emerging proven demonstrated technology in the area of Waste to energy. Bio-digestion and gasification or and Pyrolysis systems are just some of the example contemplated to turn waste into clean energy without emissions.

Visitor growth challenges our Zero -Waste targets, so we need:

  • Expanded source separation

  • Circular economy upcycle partnerships

  • Regional Waste to energy integration

  • transparent reporting and performance tracking

Our success depends on collaboration. I propose regular meetings between Council and the Park Superintendent to align on wildfire protection, infrastructure and visitor of human use management.

Taxes and Spending

Our property taxes have increased dramatically over the last 10 years. I support more frugal budgeting and spending.

With an $81 million in projected revenues for 2025 -that is a big number- Banff must look to spend more wisely before asking for more. I support a full review of the 10 year capital plan to separate the "needs" from the "wants".

Lets fund essentials first, maintain transparency, and avoid tax hikes.

Growth Management & Economic Development

Banff must keep a balance for the residents, environment and visitors. I support the Human Use Management Framework (HUMF). I strongly believe we need to set real capacity limits and protect livability. IMO, we cannot wait another 10 years for the next community plan. Growth should mean quality not just quantity.

Protecting or small town character while ensuring tourism benefits our community.

Hugh has 35 years of Engineering expertise in Municipal management in infrastructure projects, as well as 10 years as a Director of Emergency Management.

Election Day is Monday, October 20th , 2025.

Date Time Location Monday, October 20th 10 a.m – 8 p.m. Banff Town Hall, 110 Bear Street

On Election Day, the voting station will open at 10 a.m. and will remain open until 8 p.m. When the voting station is declared closed at 8 p.m., any elector in the voting station who wishes to vote shall be permitted to do so, but no other person shall be allowed to enter the voting station.
