<p>Di negeri yang apa-apa butuh stempel dan map warna cokelat ini, ada satu frasa yang rasanya kok makin hari makin kehilangan "magis"-nya: <strong>Integritas</strong>.</p><p>Kalimat ini mulia sekali, asli. Di gedung-gedung pemerintahan atau kantor-kantor bergengsi, tulisan <em>Integritas</em> itu biasanya dipajang pakai huruf kapital warna emas. Gagah betul. Dibaca tiap apel pagi, diucapkan sambil dada ditegakkan, lalu ditutup dengan acara tanda tangan <strong>Pakta Integritas</strong>. Sah! Resmi!</p><p>Tapi ya itu tadi... <em>Nanti kita lihat saja.</em></p><p>Lama-lama saya yang awam ini agak heran. Dulu saya membayangkan integritas itu ibarat matahari. Mau yang lewat itu pejabat eselon satu, tukang parkir, temen dekat, atau musuh bebuyutan, matahari ya tetep terbit dari timur dan bersinar seadanya. Nggak pakai milih-milih siapa yang mau disinari. Nggak ada istilah <em>"Wah, ini temen sendiri, tak kasih sinar yang agak adem deh."</em> Nggak ada.</p><p>Tapi prakteknya sekarang, integritas itu malah lebih mirip <strong>lampu emergency</strong>.</p><p>Ia cuma menyala pas butuh—misalnya pas lagi ada audit, ada pemeriksaan dari pusat, atau pas lagi diliput wartawan. Begitu acaranya selesai, instansinya aman, lampunya dimatikan lagi. <em>Lha wong</em> menguras baterai dan dianggap bikin repot, kok.</p><p>Akhirnya, Pakta Integritas yang ditandatangani dengan penuh khidmat itu bernasib sama kayak bunga plastik di ruang tamu. Kelihatan indah, nggak pernah layu, tapi ya... nggak ada nyawanya. Cuma pajangan biar ruangan kelihatan ada ijo-ijonya.</p><p>Di sinilah letak lelucon birokrasinya. Kita itu sering sibuk setengah mati ngurusin <strong>tinta, dokumen, dan stempel</strong>, tapi lupa sama isinya. Semua kolom diisi rapi, map ditata bershaf-shaf, materai ditempel lurus. Tapi soal janji yang tertulis di dalamnya? <em>Ah, itu urusan belakangan.</em> Seolah-olah kalau lembarannya sudah ditandatangani, tanggung jawab moralnya otomatis tuntas. Tinta kertas dianggap saksi sekaligus pelaku.</p><p>Padahal, ada satu pelajaran tak tertulis yang nggak pernah diajarkan di bangku sekolah atau kampus mana pun: <strong>aturan itu punya dua versi.</strong></p><ol><li><p>Aturan yang tertulis di atas kertas.</p></li><li><p>Aturan yang bisa <em>"dinegosiasikan"</em>.</p></li></ol><p>Dan lucunya, aturan versi kedua ini sakti tiada tara. Hari ini aturannya dilanggar sedikit gara-gara "kasihan". Besok dilanggar lagi gara-gara "keadaan lagi darurat". Lusa dilanggar lagi gara-gara "beliau kan sesepuh kita". Lama-lama, pengecualian yang diulang-ulang ini dianggap wajar. Yang bengkok malah dianggap lurus.</p><p>Kalau aturan sudah bisa ditawar-tawar kayak harga cabai di Pasar Tradisional, yang rusak itu bukan cuma tumpukan kertas arsipnya. Yang hancur itu <strong>kepercayaan</strong>.</p><p>Saya tidak sedang marah-marah, sungguh. Tidak juga nyindir siapapun. Kalau pejabat-pejabat tersinggung ya syukur. Pejabat pemerintah, pejabat bukan pemerintah serta pejabat apapun yang ada <em>integritas-integritas</em>nya, ya itulah. Tapi sekali lagi, saya tidak sedang marah. Saya cuma heran saja. Kalau seandainya selembar kertas Pakta Integritas itu punya mulut dan bisa ngomong, mungkin dia bakal menghela napas panjang lalu bilang:</p><p><em>"Mas, Mbak... aku ki diciptakan bukan cuma buat memenuhi lemari arsipmu atau dikopi sama mesin fotokopi sampai ribuan lembar. Aku iki ada buat ngingetin janjimu, terutama pas kamu lagi punya kesempatan emas buat melanggarnya."</em></p><p>Tapi ya sudahlah. Mungki suara kertas kalah nyaring dibanding bunyi mesin fotokopi yang terus mengepul di pojokan ruangan. Dokumennya makin tebal, mejanya makin penuh, tapi maknanya menguap begitu saja—mirip parfum murah yang wangi pas disemprot, tapi sedetik kemudian baunya hilang diterpa angin.</p><p>Integritas itu bukan soal segel, stempel, atau ketebalan map. Integritas itu cuma tentang satu hal sederhana: <strong>keberanian untuk tetap jujur dan taat aturan, bahkan ketika tidak ada satu orang pun yang melihat.</strong></p>
