The horizon foundation is a very largely associated group of countries that banded together to contain the shadows. It has been going on for a long time, before man was even created shadows had lurked. Once humans had the ability to work together, they started to work together to contain the shadows. Then anthros joined in. The anthros were better, they did much better at containing the entities. Humans were then demoted to d-class personnel. Was it inhumane? Yes, but so was sending anthros to war and making them do the grunt work. This was their payback. The humans couldn't fight back, after all, without the anthros the shadows couldn't be contained. The human and anthros were saved…at least they thought. That's when the classifications came in. They had their first Apollyon class threat (read the second page). This is when the shadows wake up. This was a threat to society, a threat to us. Innocent people were dying, that's when the horizon foundation stepped in.
