Prime Contract Management & DoD History
GWC brings extensive experience in managing large-scale federal task orders and contracts.
Prime Contract Execution: Through the ACE Joint Venture (JV), we are currently priming a NAVFAC Washington IDIQ contract (N40080-21-D-0013). This engagement encompasses 76 Task Orders over four years, with a heavy focus on water quality, Safe Drinking Water Act (SDWA) compliance, and Clean Water Act (CWA) requirements.
DoD Portfolio: Our management history includes oversight of 500+ Task Orders across more than 25 Navy and U.S. Marine Corps facilities (CONUS and OCONUS). This includes working under various Navy contracts with JV partners to deliver health and safety procedures, QA/QC oversight, and multifaceted environmental projects.
Core Technical Competencies
Drinking Water Compliance (SDWA)
We possess extensive, multi-state experience developing Drinking Water Monitoring Plans for regulated public water systems (PWSs) across the Mid-Atlantic (DC, MD, VA, NC, PA) and Southeast/Gulf Coast (GA, LA).
LCRR/LCRI Compliance: Spearheaded the Lead Service Line Inventory for 10 public water systems to meet EPA deadlines. This included reviewing historical tap cards/maps and classifying service lines (Lead, Non-Lead, GRR, Unknown) using data integration tools.
Emerging Contaminants: Implementation of specialized sampling programs for PFAS, adhering to UCMR monitoring and DoD-specific requirements.
Microbial Rules: Management of Revised Total Coliform Rule (RTCR) compliance, including sample siting plans and corrective action procedures.
Advanced Quality Assurance (QA/QC)
GWC ensures data defensibility through rigorous validation and planning protocols.
QAPP Development: Development of Quality Assurance Project Plans (QAPP) in accordance with UFP-QAPP policy, DoD Quality Systems Manual (QSM), and Navy guidelines.
Laboratory Validation: Experience evaluating Water Quality Control Laboratories (WQCL), including inspecting facilities and reviewing Quality Assurance Manuals (QAM) to assess detection method limitations.
Explosives Residue Studies: Management of groundwater monitoring for explosives residues (nitroaromatics, perchlorate), validating data against EPA Methods 8330 and 314.
Strategic Remediation
Through the GWC-HRP SBA 8(a) Joint Venture, we have expanded our scope to address large, complex cleanup challenges in the environmental remediation market.
