I appreciate how ONCC covers some ONCC events and somewhat provides useful information for residents. While improvement is much needed, their dedication to the community shines.

This site is my go-to source for all community news. Their updates are timely and informative, keeping me connected with everything happening around Oaks North. 

The board meetings are bureaucratic and superficial transparency. The website has the trappings of being a good source, and is so to a certain extent, but it's usually out of date. The design is not modern but consistent with the demographics of the board.

<h3>Solar Canopy Lighting</h3>This was a great addition to the project making the parking lot feel safe at night. of interest, the Board announced this addition and was accepting bids. On member recalls $5,000 being mentioned. They were reminded that the lighting was included in the installation contract. Further investigation revealed that this is standard in all SolarFuze commercial projects.<h3>Notifications</h3>Notifications about safety concerns and tips from local authorities to keep Oaks North safe and secure would be a great service. The ONCC website is lacking in this area as well as other communications.<h3>Paseo Del Verano Traffic</h3>I've heard rumors of a Paseo Del Verano traffic review, but the news from the board is spotty and incomplete.<h3>Next Door</h3>Limited neighborhood Safety News and Alerts can be found on Next Door, While somewhat helpful, there's too much advertising and meaningless babble and it's based on at-the-moment comments that disappear and usually can't be found again.

<h3>What is this law and how does it affect ONCC</h3>This new law, as it applies to ONCC, goes into effect after February 28, 2027 as it relates to most ONCC home owners.This is California Law, AB 3074 passed in 2020, and is implemented by the local municipalities, e.g. City of San Diego.These pages are updated as new information is released or clarifications are made. We hope that you provide your input with the Contact Us button.Quick Recap:First, this only affects homes within the Very High Fire Severity Zones. A large portion of ONCC homes are not in these zones....good news, but read on.<ul><li>Existing Homes (owner occupied) must comply after February 28, 2027, however San Diego may have rolling rollouts. This is a moving target and members must continue to stay alert for notifications as they are released.</li><li>Rental Properties-(non owner occupied and rented to others) must comply now (after February 28, 2026).</li><li>New Construction must comply now (after Februay 28, 2026). This should not affect ONCC.</li></ul>ONCC has 231 homes that are not in a separate HOA. Most of the information here, applies to these homes as the homeowner is responsible for compliance. (This number needs clarification as many homes in Oaks North are not in the Very High Fire Hazard Severity Zones.What about condos and attached homes. These are the responsibility of the<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.oaksnorthcommunity.org/residential-areas-sub-associations/"> individual HOAs</a>. Is a special assessment or increased dues coming your way?<h3>For those homes in the Very High Fire Severity Zones</h3><h4>What Is Zone 0—and Why Does It Matter?</h4>Zone 0 refers to the first 0-5 feet around your home, sometimes called the ember-resistant zone. This area is the most vulnerable during a wildfire.Why? Because most homes don’t ignite from a wall of flames—they ignite from wind-blown embers.These embers can:<ul><li>Land in mulch beds</li><li>Get trapped under decks</li><li>Ignite dry leaves in corners or gutters</li><li>Catch firewood stacks or patio furniture</li></ul>Once something ignites in this immediate zone, flames can quickly spread to your siding, windows, vents, or roofline.That’s why Zone 0 is so important: if you can prevent ignition in those first five feet, you dramatically increase your home’s chances of surviving a wildfire.<h4>Who Does This Apply To?</h4>The Zone 0 requirement applies to homes located in Very High Fire Hazard Severity Zones (VHFHSZ) within the City of San Diego.If you’re in one of these zones, compliance is not optional—it’s now part of local fire code.If you’re unsure whether your home is included, the City provides an interactive map where you can check your property.<h4>A Phased Approach: Education First, Then Enforcement</h4>One of the most encouraging takeaways from the presentation is that San Diego Fire-Rescue is taking a phased, realistic approach to implementation.Rather than jumping straight to citations or penalties, the City is giving homeowners time to learn, adapt, and make changes.<h4>Year 0 – 2026: Education, Not Enforcement</h4>Focus: Awareness and outreachIn this first year, the City is prioritizing education over enforcement. Fire officials will conduct outreach campaigns, provide guidance on Zone 0 best practices, help homeowners understand what compliance looks like, and offer practical, achievable steps.This is your window to learn and start making changes without pressure.<h4>What You Should Do in 2026</h4>Think of this as your preparation year. Start with:<ul><li>Removing leaves, pine needles, and debris near your home</li><li>Evaluating mulch and landscaping choices</li><li>Looking at what’s stored against your house (bins, furniture, wood)</li><li>Identifying vulnerable areas like under decks or stairs</li><li>Here's the big. Fences and gates attached to or within 5 feet of the house. They cannot be combustible material (wood, etc.) Patio covers, depending on the exposed materials.</li><li>Why Fences Matter-Wood fences can act like a fuse—carrying fire directly to your home. If a fence connects to your house, it becomes part of your ignition risk.Solutions may include replacing the first section with non-combustible material (like metal), adding a break between fence and structure, or using ignition-resistant materials.</li></ul>You don’t need to overhaul everything at once—but starting now will make future compliance much easier.The HOA cannot write policy that conflicts with State Law. However, insurance companies can. There are already report of insurance companies placing mandates on home, some justified and some with no real inspection. There are reports of drone inspections.<h4>Quick Review</h4>Are you a homeowner living in the property? If so, is your home in a Very High Fire Hazard Severity Zone? If yes, the new law applies to you. If not in a Zone, you are exempt. Yay!Are you a non-resident owner, meaning are you renting or leasing your home to others and in a Very High Fire Hazard Severity Zone? <h3>This Webpage</h3>This website contains information from the ONCC website, board meeting updates and "heard on the street". We have no inside information and need the input from any outside source. The ONCC website had good solar info, some of it copied to this site, however, all of a sudden it went dark, final installation stopped, the electricity bills stayed extraordinarily high and the board meeting updates stopped or were vague. <h3>The Project</h3>The project was approved by the ONCC membership along with the $335 per member special assessment.The long permitting process was completed with the permit issued April 5, 2024. The canopy installation began on April 29, 2024. The installation was completed on May 25, 2024, nine weeks start to finish. So far, all is well.The project was approved by the City and SDGE after 10 months of substantially zero commucatin from the City and the solar was "turned on", March 20, 2025.<h3>Electricity Costs</h3>Over a year after completion the SDGE bill seems just as high as before. What's going on?We think the electricity generation portion of the SDGE bill went down substantially, with only bad weather days and evening electricity usage on the bill. SDGE moved ONCC to CAA which is a separate but related entity generating solar electricity in the dessert. A huge solar farm. We do know that the PUC and SDGE have implemented deliver charges, to deliver the electricity to San Diego in addition to SDGE to ONCC delivery charges. It seems this is large part of the high bill.Separately but very closely related is newly implemented demand charges. This is where the pricing comes into play, Peak, Off-Peak, Super Off-Peak and who know what else. To keep it simple the entire solar world goes dark at sundown, everyone is coming home from work, ONCC has events and meetings and so on. So the rates are much higher in the Peak time, about 4-10 pm. What does this mean to ONCC? We are buying electricity from SDGE, paying for it to delivered and so on and the solar is sitting in the parking lot resting for the day.CCA went into effect n July, 2021 with the July bill being about twice that of before. How does ONCC react to this madness? It's obvious a storage battery will help a lot as we won't be drawing from SDGE in the evening. However, the thinking at the time of member approval and the assessment this was not addressed. The battery cost, $100,000+most likely $150,000 or more. No funds available.But what about the 30% solar tax credit? At the time HOAs (and nonprofits) were specifically not eligible for the credit. New tax law was is progress that would provide the credit but it was on a "direct pay" basis. After solar is complete, application is made to the IRS and a check would be mailed. This was expected to take 18 months to two years. That means ONCC would spend the $100,000 first and get the check two years later.One member had contacts with two solar energy companies that provide solar tax credit sharing. Generally, an investor put up 15% and gets the 30% credit plus substantial other tax benefits. These are general numbers, actual numbers are negotiated. The exact numbers have not, and does not appear, disclosed to the membership.It's been generally reported by the board that the battery cost was around $100,000. However, the battery is not working and the board does not appear to be willing to pursue this.What is written here is all a guess derived from bits and pieces of fragmented information.Without the battery the ONCC electricity bill will remain and and continue raise with the PUC and SDGE continued methods of added pricing (delivery, demand charges, etc.)There is a handful of members that have been paying attention to the total collapse of the ONCC financial reporting. The long time auditor fired ONCC, the new auditor was found with bottom-fishing, Angel (ONCC general manager was deceitful and lied to the members. The latest audit report was grossly in error and reported solar at $100,00 less than the contracted cost and member assessment. The ONCC financials show totally different numbers, but also less than the contract.
